City Facilities Master Plan

Entails a comprehensive review of current facilities and departments and develops a strategy for the resolution of City of Appleton facility needs over the next 20+ years. While it is not the objective of this plan to design new facilities, the plan must provide a mechanism for the City to respond to changing growth and service demands. This is a strategic planning tool to be used as a guideline to address current conditions and for future facilities project planning and expenditures."

    After Engberg Anderson, the consultants for the 2009 library program design study, made their preliminary report, it was endorsed by the Library Board of Trustees and presented to the City Council. You can read the Executive Summary or view the slide presentation. The complete final report is also available.     In 2008, the Library completed a building study with Durrant. The Library Board Building and Equipment Committee, with input from Library and City staff as well as the Library Foundation Board, reviewed the study and approved the final report. There were focus groups of community members and library staff, two surveys, interviews with staff and community leaders, and public meetings on April 23 and May 28 (altogether there was input from about 1,000 people in the Appleton Public Library service community). Presentations given at those meetings are accessible via the links above. Altogether the process included input from about 1,000 people in the community.

    The Library Board then requested -- and the Library Foundation (now the 'Friends'), Mayor and City Council approved -- funds for 2009 to do architectural program design. This will involve space planning and making recommendations on design, layout and features. This should allow us to get better cost estimates and make decisions about expansion versus new construction. A study report is expected by June 2009.
