Board of Trustees Minutes

November 8, 2000

Vice-President Bergman called the meeting to order at 12:06 PM; he introduced and welcomed a new member to the Board, Karen de Young. De Young is Executive Director of the Outagamie County Red Cross and a life-long Appleton resident.

Minutes/Bills

The minutes of the October 18, 2000 meeting were reviewed; Bloedow moved approval, Parker seconded, and the motion passed. Parker moved approval of the October 2000 bill registers. Ducklow seconded and the motion passed.

Scholarship Committee- Bloedow

The Frank P. Young Scholarship Committee met on November 6, 2000 to discuss the 2001 Scholarship. The committee recommends that a $500 Scholarship be given for 2001. The deadline for applications is December 6; the Committee will meet on December 11 to decide on the recipient of the award. Parker asked that the Committee find the rate of return on the endowment, and how the endowment is written and report back to the Board at the January 2001 meeting.

Director's Report

Fire Panel update

Dawson asked Muench to give a status report on the updating of the fire panel. Proposals are being prepared and sent to vendors and are due back by November 24, 2000. The fire panel is expected to cost approximately $15000 and funds returned from the 60/40 adjustment in 1999 will be used.

Budget Status

Dawson and the Board expressed their appreciation to Barb Kelly and Tim Muench for all the work they did on the budget for 2001. The budget will go to Council tonight, Wednesday, November 8, 2000 for approval and adoption. Dawson mentioned that Outagamie County has adopted their budget for 2001 and OWLS will receive a 3% increase.

Children's Services

Carole De Jardin gave a presentation on what Children's Services offers. Children's has many storytimes for all ages, maintains a selection of reference books for parents, works with the Appleton Area School District to offer programs to parents and children where English is a second language, and is a resource for many child related issues. Year to date, Children's Services has had 712 programs with an attendance of 18,770 children.

Art Reception

Dawson commented on the large attendance Sunday at the reception for the unveiling of the sculpture that was completed during the month of October by Tom Grade and several area students.

Other Business

Bloedow, speaking on behalf of the entire Library Board, expressed appreciation to Assistant Director, Barbara Kelly, for the outstanding work she accomplished in the absence of Director Dawson over the last several weeks.
