SUMMARY
The Library’s previous
five year plan took the organization through 2004. This new plan was developed
internally, chiefly by study of statistics and anecdotal evidence, a staff planning
retreat, a staff and Board survey and many discussions at all levels.
Multiple sessions with a Staff Planning Task Force, the
Library Board Planning Committee, & library section
supervisors provided input to the draft plan. Discussions with community leaders
provided further input. Outagamie Waupaca
Library System staff facilitated the staff retreat and provided consulting.
Features of the new plan:
- A three-year plan, recognizing that changes occur more rapidly
- A plan based on goals and strategies rather than prescribed objectives,
not requiring growth without resources
- The mission and roles of the library are substantially unchanged
- The need to manage dramatic increases in library use with flat or shrinking
resources, and concomitant need for goals relating to finances and staff
- Changes in demographics: growth of the City, faster growth of suburban and
regional library use, changes in the downtown, and increasing multiculturalism
- Changes in technology: shared databases, the central role of the shared
automation network in services and workflow, full-text online resources, the
computer lab, virtual reference, digitization, and electronic communication
MISSION OF THE CITY OF APPLETON
The City of Appleton is dedicated to meeting the needs of our community and
enhancing the quality of life.
LIBRARY VISION STATEMENT
The people of the greater Appleton area will:
- have information to succeed at school, at work, and in their personal lives;
- have reading, viewing and listening materials and programs to stimulate
thinking, enhance knowledge, and improve leisure time;
- discover the joy of reading and develop a love of learning;
- have access to quality electronic information resources and develop needed
technological, information-seeking, and information evaluation skills;
- think of the Appleton Public Library as an easily accessible, convenient
focal point of community life, connecting and uniting the people of the region;
- use library resources and services & encourage others to do so.

The Appleton Public Library is a center of community life, offering opportunities
for people of all ages to learn, know, gather and grow.

Provide resources and assistance for individuals
seeking and evaluating information.
Strategies:
- Provide an online catalog and web pages that are accessible and user-friendly,
including to those with special needs.
- Increase use of the library's electronic resources and website.
- Present programs on using the Internet and electronic resources to
find quality information.
- Provide services and collect materials for independent learners and
the business community.
- Provide services and materials responsive to individuals with special
needs.

- Present programs in collaboration with area schools or other education
agencies.
- Collect materials for students and educators that supplement and complement

- Promote reading for pleasure and work with schools where possible.

Strategies:
- Seek opportunities for cooperative services and programs in local
history and diverse cultures.
- Provide meeting space for local groups and organizations.
- Identify and create web-accessible local information resources, databases,
indices, and documents.
- Maintain involvement with local organizations with compatible missions.

Provide an adequate number of well-trained staff and volunteers.
Strategies:
1. Annually review the plan with the Library Board and the staff.
2. Annually review staff objectives to reflect service demands and available
resources.
3. Hire high-quality staff and provide them with adequate compensation
commensurate with other libraries and other City employees.
4. Provide the staff with training opportunities which promote skills
development, excellent customer service and fulfillment of the library’s
mission.
5. Respect the value of each staff member, promote teamwork and communication,
and provide good management and supervision.
6. Seek opportunities to promote collaboration and share information between
sections.
7. Annually review tasks and jobs that could be performed by volunteers.

Review service needs and ensure adequate financial resources.
Strategies:
- Annually review service needs and set objectives based on statistics,
surveys, and user feedback.
- Annually review staff budget and training allocations to meet goals,
objectives, and section needs.
- Actively promote library services and communicate library support
needs to the community.
- Use financial support from the Library Foundation and FOAL to supplement
the operating budget.
- Develop budgets based on goals and annual objectives.
- Work with OWLS to achieve at least 90% reimbursement for serving county
residents.
- Review fees for services where appropriate.
- Seek additional grant funding as appropriate.

Use appropriate technology to provide service, assist staff,
and increase efficiency.

Strategies:
- Participate in OWLSnet migration of the integrated automation system
- Develop library resources to support computer delivery of services
remotely and in-house
- Review materials security systems, including options for automating
check-out, check-in and sorting operations.

Strategies:
- Study additional facilities, including a joint library or library
district for improved service, support and efficiencies.
- Ensure that facilities are well-maintained, including budgeting capital

- Work to provide adequate parking for library users.
