SUMMARY

The Library’s previous five year plan took the organization through 2004. This new plan was developed internally, chiefly by study of statistics and anecdotal evidence, a staff planning retreat, a staff and Board survey and many discussions at all levels.

Multiple sessions with a Staff Planning Task Force, the Library Board Planning Committee, & library section supervisors provided input to the draft plan. Discussions with community leaders provided further input. Outagamie Waupaca Library System staff facilitated the staff retreat and provided consulting.

The Appleton Public Library is a center of community life, offering opportunities for people of all ages to learn, know, gather and grow.


KEY RESULT AREAS / LIBRARY ROLES

1. Lifelong Learning The library is about education and learning. We teach children to love reading. We teach people how to do research and evaluate information sources.
2. Current Topics & Titles We provide popular items people are talking about and looking for. We’re a good source for current information and hot topics.
3. Information We answer questions and help people find answers.
4. Building Community The library is a gathering place where people come together to share interests and enjoy learning. We celebrate culture and knowledge, honoring ethnic differences. We provide information about our community and preserve local history.
5. Infrastructure We maintain resources necessary to meet the community’s library service needs and accomplish our mission and roles, including staff, planning, funding, technology, and facilities.


GOALS & STRATEGIES

Lifelong Learning Goal 1

Provide resources and assistance for individuals seeking and evaluating information.

Strategies:

  1. Provide an online catalog and web pages that are accessible and user-friendly, including to those with special needs.
  2. Increase use of the library's electronic resources and website.
  3. Present programs on using the Internet and electronic resources to find quality information.
  4. Provide services and collect materials for independent learners and the business community.
  5. Provide services and materials responsive to individuals with special needs.
  Goal 2

Help children and young adults develop a lifelong love of books and learning.

Strategies:

  1. Present programs in collaboration with area schools or other education agencies.
  2. Collect materials for students and educators that supplement and complement school collections.
  3. Develop collections and programs that encourage reading and learning for children, young adults, and families.
  4. Promote reading for pleasure and work with schools where possible.
Current Topics and Titles Goal 3

Provide access to current, popular materials and programs.

Strategies:

  1. Provide displays and exhibits on topics of current interest.
  2. Look for opportunities to partner with other organizations to present programs of current interest.
  3. Collect materials of current interest, balanced with other collection needs.
  4. Look for increased efficiencies in reshelving materials.

Information Goal 4

Provide dependable and reliable information.

Strategies:

  1. Provide quality reference service, readers’ advisory and bibliographic instruction through a variety of channels, including walk-in, telephone, e-mail & other electronic queries.
  2. Develop the website and additional online resources.
  3. Survey selected areas of the collection for currency each year.
Building Community Goal 5

Provide local information, a community gathering place, local history, and cultural diversity resources.

Strategies:

  1. Seek opportunities for cooperative services and programs in local history and diverse cultures.
  2. Provide meeting space for local groups and organizations.
  3. Identify and create web-accessible local information resources, databases, indices, and documents.
  4. Maintain involvement with local organizations with compatible missions.
Infrastructure Goal 6

Provide an adequate number of well-trained staff and volunteers.

Strategies:

1. Annually review the plan with the Library Board and the staff.
2. Annually review staff objectives to reflect service demands and available resources.
3. Hire high-quality staff and provide them with adequate compensation commensurate with other libraries and other City employees.
4. Provide the staff with training opportunities which promote skills development, excellent customer service and fulfillment of the library’s mission.
5. Respect the value of each staff member, promote teamwork and communication, and provide good management and supervision.
6. Seek opportunities to promote collaboration and share information between sections.
7. Annually review tasks and jobs that could be performed by volunteers.

  Goal 7

Review service needs and ensure adequate financial resources.

Strategies:

  1. Annually review service needs and set objectives based on statistics, surveys, and user feedback.
  2. Annually review staff budget and training allocations to meet goals, objectives, and section needs.
  3. Actively promote library services and communicate library support needs to the community.
  4. Use financial support from the Library Foundation and FOAL to supplement the operating budget.
  5. Develop budgets based on goals and annual objectives.
  6. Work with OWLS to achieve at least 90% reimbursement for serving county residents.
  7. Review fees for services where appropriate.
  8. Seek additional grant funding as appropriate.
  Goal 8

Use appropriate technology to provide service, assist staff, and increase efficiency.

Strategies:

  1. Participate in OWLSnet migration of the integrated automation system
  2. Develop library resources to support computer delivery of services remotely and in-house
  3. Review materials security systems, including options for automating check-out, check-in and sorting operations.
  Goal 9

Ensure clean, safe, well-maintained and easily accessible facilities.

Strategies:

  1. Study additional facilities, including a joint library or library district for improved service, support and efficiencies.
  2. Ensure that facilities are well-maintained, including budgeting capital expenditures.
  3. Work to provide a safe and welcoming library environment.
  4. Work to provide adequate parking for library users.
