
Scholarship Policy
adopted January 2006
Purpose: this policy will provide for consistent practices in the awarding
of scholarships, will ensure that the intentions of donors are honored and
will help secure
the future value of the Frank P. Young Scholarship fund.
Policy
- Background: Frank P. Young (1879-1969) was an educator who served on the
Appleton Library Board of Trustees 1921-1938. His wife, Clara Stansbury
Young, served on the Library Board 1957-1972. The Frank P. Young Scholarship
Fund
was established at the Appleton Public Library in 1969 to help students
obtain a graduate degree in Library Science and to further library service
in the
Appleton community.
- Endowment fund:
- All monies originally donated by the family of Frank P. Young
and any additional monies donated to the scholarship fund will be
permanently restricted as
part of the endowment principal and will not be available for expenditure
as scholarships.
- A maximum of 80% of the interest earned in any given year may be considered
as available for scholarships. The balance will remain in the account
for possible future award and will be considered temporarily restricted.
- In any year when no award is given, the entire amount of available
interest will be added to the temporarily restricted fund and
will remain in the account
for possible future award.
- The Library Board may allocate temporarily restricted funds to scholarships
with a vote of three-quarters of those members present at a
meeting of the Library Board.
- The fund will be invested by the City of Appleton Finance Department.
- Process:
- September: Library Business Manager, working with Finance Dept. determines
total amount of award available for the year, based on endowment
fund interest.
- October: Library Secretary sends information and application forms
to the Milwaukee and Madison Library and Information Studies Schools,
to Lawrence University, to the Outagamie Waupaca Library System, and
to Fox
Cities
public
and academic libraries.
- November 30: Deadline for receipt of applications.
- December: Scholarship Committee meets prior to Library Board meeting
to select number of recipients and amounts awarded; Library
Board approves award
of scholarships, and Library staff notifies recipients.
- January: Library sends letters of announcement to recipients' library
schools, and mails scholarship checks to recipients.
- Qualifications for recipients:
- The scholarship is awarded to students
working toward an advanced degree in Library Science in a program
accredited by the American Library Association
at a university in Wisconsin or in one of the states contiguous
to Wisconsin. Payment of awarded scholarship will be contingent upon
receipt
of evidence
that the recipient is currently enrolled and participating in such
a graduate program at the time of the award.
- In recognition of the long and close relationship of the Frank P. Young
family with Appleton and Lawrence University, preference is given
to residents of Appleton or the Fox Cities area or graduates of Lawrence
University.
- Preference will be given to applicants intending to work in Appleton
or the Fox Valley upon completion of their degree.
- As a secondary consideration, preference may be given to candidates
intending to work in public libraries.
- The scholarship is awarded on the basis of:
- a letter/resume outlining the applicant’s
- educational background
- work experience
- volunteer experience
- career objectives
- a completed application form
- an official transcript from the library school
- two letters of reference
- receipt of application materials by the deadline
- adopted by the Library Board of Trustees January 2006
