others present: City of Appleton Personnel Director David Bill, Asst. Personnel Director/Risk Manager Rick Bayer, Muench, Eisen, Dawson
Bloedow called the meeting to order at 7:01 PM. Jeanette moved and Ducklow seconded approval of the November minutes. Baehman offered a correction. Motion passed to approve the corrected minutes. Jeanette moved and Ducklow seconded approval of the Bill register for November. The motion passed.
At Bloedow's request, Bayer explained City procedures for hiring department heads. Bayer emphasized that decisions rest with the Library Board, but that the City Personnel Department will assist and offer technical information as requested. Personnel will assume costs for advertising and pay a portion of candidates' travel. Bill advised that salaries for employees below Department Head level are set by the City's compensation plan, in which the Library participates, while salaries for Department Heads are set by Common Council. Bergen asked that advice be obtained from Attorney Carman to clarify if this would be true for the Library Director. Bayer asked approval to write an ad to begin a national search. Jeanette so moved and Ducklow seconded. Motion passed. Bloedow suggested that the Search Committee be comprised of himself, Jeanette, Bergen, Bill, Siebers, and Jim Wilson of Norwest Bank. Jeanette moved and Ducklow seconded that Dawson be appointed Acting Director, effective February 3, 1996, with a temporary salary increase in accordance with City Personnel practice but not less than 5%. The motion passed.
Dawson and Muench reported on the status of the Library Building Renovation project. Despite unusually harsh weather, schedules are still being met. The Board was invited to tour the lower level to view construction progress after the meeting.
Dawson presented the Library Personnel Policy for approval. Bayer and Bill requested that the board postpone approval until the library policy can be compared directly to the city policy. After lengthy discussion, Jeanette moved and Ducklow seconded that decision be put off to the January 1996 meeting. The motion passed. Bloedow asked Dawson to work with City Personnel staff and report in January.
Dawson presented the Outagamie Waupaca Library System Resource Library Contract for annual renewal. Siebers moved and Baehman seconded approval. Motion passed.
The next meeting will be at 7:00 PM January 8, 1996. The meeting was adjourned at 8:40 PM.
